They can do likewise for voting YES or NO on candidates - especially for 
executive and judicial offices.

How many candidates for U.S.A. President these days can get a YES majority of 
ALL the voters ???

The IRV vote in San Francisco got national attention in the media so many 
folks have been exposed to it -- like it or not.

Number voting for ALL legislative, executive and judicial offices should 
happen at the same time after some *MAJOR* public education about the various 
strategies (aka machination schemes) involved in having 3 or more choices 
with the various number voting methods (by themselves or in combination with 
YES/NO).
