[EM] Pinning down the meaning of "IRV without elimination"

Dear gentlemen,



A while ago I shared here my Iterated Bucklin
<https://electowiki.org/wiki/Iterated_Bucklin> count, which is the
lovechild of Bucklin and IRV and can be thought of as a way to do IRV
without any eliminations.

Alternatively, one could maybe have Warren or Meek STV where you “elect” n
candidates and eliminate the candidate with a keep value of 100% at each
step. Repeat until you have a winner. I understand this involves
eliminations but I think the way it goes about it takes care of the worst
issues people have with IRV eliminating candidates.
