On top of that, the differences in those apportionment rules are not nearly
as consequential as the gerrymandering, the electoral college, and even the
Banzhaf power indices of the states, districts, and voters. For example,
even though small states have excess representation in congress and the
electoral college due to the two senators rule, they tend to suffer lower
power in terms of the probability of individual votes being pivotal.

I wonder if the Banzhaf power index is taken seriously in European
parliaments.
