[EM] Conditionality-by-top-count probably violates FBC

It probably does, and, if so, I no longer propose conditionality-by-top-count.

But conditionality-by-mutuality doesn't have that problem, and so I still propose that, for voting-options
in Approval elections, and for freestanding voting systems.
