Schulze Beatpath is an excellent method, and I'd be happy if it were adopted, though optimality
depends on what criteria you prefer. For example, I also like Kemeny-Young, though having the number 
of calculations go up as N! (N being the number of candidates) tends to be a problem. :)

Actually, the method described allows ties, I just didn't want to make my initial ballot even more
complicated (grin). Here are the thirteen possible ballots with three candidates, including ties (but
excluding range type ballots):

Theoretically, you could have a range-type ballot as well. For the range 0-4, you might have:

Now, I have not attempted to figure out what adding range-like ballots might look like. The
results may be incredibly bizarre. Which actually sounds rather fun, come to think of it.
