Though Adjusted-Rounding is a little more work to count than my other 
proposals, its other advantages make it the best apportionment proposal.

AR is closer to the other divisor methods than CW is. The method is applied 
directly to the states. It differs from the other divisor methods only in 
that each cycle's roundoff point is custom-tailored rather than determined 
by a formula.

To repeat AR's brief definition: It's nothing other than another divisor 
method, except that, for each cycle, the rounding point is chosen so that, 
with the quota that's being tried, the number of seats awarded to the 
cycle's states is as close as possible to the total number of current quota 
possessed by the cycle's states.
