Range should be considered as a general method where votes are values
which will be summed. Limiting Range to 0-99 Range (Range 100 because
there are 100 discreet values possible as a vote) is, I think, quite
premature. Range 3, with choices of -1, 0, and +1, might give 90% of
the Range buck. Or some number less than 100.
Indeed, Approval Voting, which is Range 2, might gain most of the
improvement. And it certainly would be easy to implement. Just stop
one of the current injustices: tossing the votes of people who
overvote. Just count the votes!
