No. You can process ER-Buckln tallies using a square matrix of dimension =
number alternatives = number possible ranks.
Just record the total number of times alternative X is ranked 1st, 2nd, 3rd,
etc.
I use a method very similar to Bucklin to come up with the ordered list of
the "consensus" of 94 computer rankings (voters) of 119 American College
Football teams. See http://football.kislanko.com/2005/bucklincomps.html for
a current example.
Equal rankings and truncation are allowed, but in my "voter" population they
occur infrequently.
