I haven't heard of any.... but I'm certainly not an Iraq expert.
What would be *really* interesting in Iraq is delegable proxy;
perhaps Asset Voting, which is a variation on delegable proxy
invented by Warren Smith and, perhaps, simplified by me as Fractional
Approval Asset Voting. I really should put up a page on Asset and
FAAV. Warren, of course, is occupied promoting Range Voting....
