[EM] AERLO, not cycle-collapsing, gives Strong FBC to MMPO

I said:

It seems to me that it was said that cycle-collapsing caused nonmonotonicity
with PC (MinMax(wv)), but maybe it wouldn't with MMPO. It's tempting to use
it to change FBC compliance to Strong FBC compliance, with MMPO, as an
enhancement to be proposed after plain MMPO is adopted.

I comment:

Actually, it's AERLO that gives Strong FBC compliance to MMPO. Cycle
collapsing brings compliance with ICC, MMC and GSFC.

After I posted that cycle-collapsing brings MMC compliance for MMPO, it
seemed that that might be incorrect, because it seemed that maybe MMPO can
fail MMC without a cycle. But the way of MMPO failing MMC without a cycle,
that I checked for, didn't work when I checked it, so maybe
cycle-collapsing does give MMC compliance to MMPO.
