I'm pretty sure the ideal strategy is to use the extreme ratings.

Using a Copeland-ish cycle-breaker like this could invite a clone problem,
since a party could run extra candidates just to add to other factions'
defeats.

But if I'm correct that it's best to use extreme ratings, and if every voter
does this, then there will never be a cycle, so no clone problem.
