[EM] Implementable Proxy system

	I was under the impression that Forest's proposal wasn't for a proxy
system per se, that is a system where proxies are continuously involved in
the legislative process, but rather for a system where presidential
candidates can consolidate their votes with other candidates to form a
majority vote for a particular candidate. Forest made the analogy to the
proxy system because, like the proxy system, this method would allow for
representation without a minimum threshold. However, this is just
representation for the purpose of choosing a president, rather than
representation for acting on legislation.

	The proposal there is a composite of several posts which I've made on the
EM list about the topic.

	I actually didn't address the pay issue in my proposal yet, but I suppose
that it would stand to reason that people who receive more than a certain
number of proxies could be eligible for stipends, and that the stipends
should be larger the more proxies a person has. The advantage to this is
that it could support their ability to be as fully informed as possible,
in terms of working less at other jobs and possibly even hiring a research
staff. The drawback is that it could provide an incentive for people for
proxies to 'advertise' a little more than they would otherwise, possibly
introducing a certain amount of artificiality into the system. I'll
probably add that to the notes in the proposal at some point.
