In Bucklin, when 1 or more candidates have a majority, the winner is the 
candidate with the most votes.

If Bucklin's rules are different from that, I hope someone will post that 
fact.

that Jones won in Bucklin?

QLTD may be better. Bucklin can be improved on, of course. For instance, 
"Ordered Bucklin" has the rankings giving a vote to their next choice one at 
a time, instead of together. There are many ways in which Bucklin could be 
ordered. But Ordered Bucklin, and maybe QLTD, adds to the count labor of 
Bucklin, and that can defeat Bucklin's advantage: An easy handcount.
