You seem to assume that the approval or ranked pair vote
is taken among all candidates of the same party.

Reading back Mr. Hodges mail, you seem to be right!!
So you prefer case #3) and he was referring to case #2.

Understood. All I meant is STV is not the only way of
establishing a ranking across parties using the popular results.
There are other ways, fully proportional.
