[EM] Condorcet Loser Elimination PR

James A-G, Chris and everybody else,

James, I've checked your calculations and they are correct. 

Whilst Condorcet Loser Elimination's lack of monotonicity is not a great 
concern to me ( I don't believe that monotonicity is the be all and end all of an 
electoral system) the fact that it can produce results different to sequential 
STV is rather disappointing.

It was a simpler method than SSTV or CPO-STV and one of the problems with 
alternatives to "the eliminate the lowest" rule of STV is that they tend to be 
complex.
