Your bar idea would work.

Here are two other ideas that might be more compatible with optical
scanners:

If there are fewer than 14 candidates, then the cutoff could be by
convention between letters M and N. (This goes up to 42 candidates when
using plus/minus options.)

A line could be added for the "Minimum Passing Grade" or "Minimal
Acceptable Candidate"  fictitious or virtual candidate.  The default (no
grade marked on this line) would be letter M or M- (i.e. M minus).
