D- Only a small percentage of legislative body districts for the Congress and 
State legislatures are even *marginally competitive* due to single member 
gerrymanders and special interest gang plurality primaries (with top 2 runoff 
primaries in 9 States) and plurality general elections.

Most voters have enough brains to be able to vote YES/NO and 1, 2, 3, etc. 
for their choices in any sort of *accurate* p.r. election.

The various political party gang leaders will *instruct* their supporters how 
to vote *correctly* whatever method is being used.

Such clashing instructions will likely not ALL produce the intended effects.
