Short P.R. Language 30 April 2002

Sec. A. (a) All Election areas shall exist at least [36] weeks before the 
Election.
(b) As nearly as possible, each Representative district shall have an equal 
number of Electors at the last regular Election (plus or minus [1] percent), 
have 1 or more cities and/or parts of 1 or 2 cities and be square.
(c) Each person in an elective office shall be a registered Elector within 
the Election area involved.
(d) The following officers shall be elected by the Electors- (1) [101] 
Representatives from [20] districts in each year for 1 year terms; [other 
officers]

Sec. B. (a) A nominating petition shall be signed within [24] weeks by 
registered Electors in an Election area equal in number to between [0.5] and 
[1.5] percent of the number of Electors in the area at the last regular 
Election divided by the number of persons being elected to the office 
involved.
(b) It shall be filed at least [12] weeks before the Election and shall not 
be withdrawn.
(c) An Elector may sign 1 or more petitions for the same office.
(d) Elector form- (PARTISAN) (NONPARTISAN) NOMINATING PETITION
I nominate (candidate’s name and address) (of the (political party name, if 
any)) for (office) in (Election area) at the (date) Election.
(Signature, Printed Name, Address, Date Signed)
(e) An incumbent whose term is to expire may become a candidate by filing an 
affidavit of candidacy provided by law (not less than [36] weeks prior to the 
Election) which shall not be withdrawn.
(f) On the ballots candidates may have a [0.4 inch by 0.4 inch] symbol next 
to their names; partisan candidates shall have their political party's name 
(of not more than [15] letters and spaces) next to their names and 
nonpartisan candidates shall have the word "Nonpartisan" next to their names.

Sec. C. (a) Each Representative candidate shall get a list of all candidates 
at least [2] weeks before an Election.
(b) Each candidate shall rank all the other candidates (using 1, 2, etc.) and 
file such list not later than [4 P.M.] [1 week] before the Election.
(c) The lists shall be made public immediately at such deadline.
(d) If a list is not filed, then the votes for the candidate shall not be 
counted.

Sec. D. (a) Each Elector may vote for 1 Representative candidate.
(b) The Ratio shall be Total Votes for all candidates divided by the Total 
Members (dropping fractions).
(c) Each candidate getting the Ratio shall be elected.
(d) The excess votes more than such Ratio shall be transferred (or 
re-transferred) to 1 or more unelected candidates highest on the elected 
candidate's rank order list (starting with the largest excess).
(e) The candidate with the lowest number of direct plus transferred votes 
shall lose.
(f) The votes for a loser shall be transferred (or re-transferred) to 1 or 
more unelected candidates highest on the losing candidate's rank order list.
(g) The transferred votes in (d) or (f) to any 1 unelected candidate shall 
not be more votes than are needed to get such Ratio.
(h) Steps (c) to (g) shall be repeated until all members are elected.
(i) A majority of an entire legislative body shall be required for any action 
unless a higher or lower fractional part is specified in this Constitution.

D- Smaller legislative bodies (5, 7, 9, etc.) might be elected at large.

More complex p.r. methods with YES/NO votes and Number Voting (1, 2, etc.) 
can wait to another day.  

The crisis for Democracy in the U.S.A. is every second of every day due to 
ANTI-Democracy gerrymander/ plurality indirect minority rule regimes.

Rotten stuff can happen rather suddenly (like dormant volcanos blowing up 
rather quickly) --
