[EM] 3-level Approval

Forest's 3-level Approval proposal is a natural extension of
Approval, for protecting 1st choice majority winners and giving
3-level expression. And Approval is a natural improvement on Plurality.
So 3-level Approval should be easy to propose, and free of the debate
about how the count should be done.
