Small Legislative Bodies Proportional Representation Method, 10 April 2002

A p.r. method for smaller private and public legislative bodies --- no
districts.

Sec..1. The [name of the legislative body] shall consist of [N] Members.
Sec. 2. Each candidate shall file a nominating petition not later than [time
period] before the Election signed by at least [0.2] percent [but not more
than [0.6] percent] of the number of [registered Electors/ convention
Delegates] not later than [time period] before the Election
Sec. 3. (a) Each candidate shall get a list of all candidates not later than
[time period] before the Election.
(b) Each candidate shall rank all the other candidates (using 1, 2, etc.) and
file such list not later than [time period] before the Election.
(c) The lists shall be made public immediately at such deadline.
(d) If a list is not filed, then the votes for the candidate shall not be
counted.
Sec. 4. (a) Each [Elector/ Delegate] may vote for 1 candidate.
(b) Ratio is the total votes for all candidates divided by the total number
of Members [and adding 1 for fractions [of 0.5 or more]].
(c) Any candidate getting the Ratio shall be elected.
(d) If a candidate gets more than the Ratio (or a candidate loses), then the
votes more than the Ratio (or the votes for the loser) shall be transferred
to 1 or more remaining un-elected candidates (using the rank order lists of
the candidates involved).
(e) Only the vote(s) needed by a candidate to get the Ratio shall be
transferred to such candidate.
(f) The candidate with the lowest number of direct plus transferred votes
shall lose.
(g) If 1 candidate remains with 1 Member to be elected, then such candidate
shall be elected.
[(h) Each Member shall have a voting power equal to the final votes he/she
gets in being elected.] [For small bodies and/or a small number of Electors/
Delegates since the (g) Member may get less than the Ratio in being elected]

Thus the 5 types of candidates ---
More than Ratio -- direct votes (elected)
Equal to Ratio -- direct plus transferred votes (elected)
Less than Ratio -- lowest direct votes plus transferred votes (loses)
Less than Ratio -- direct votes plus transferred votes (may lose or be
elected)
Less than Ratio -- 1 remaining candidate and seat (elected)
