Dear Stéphane,
I will attempt to answer your questions. Suppose the XYZ Party and its
candidates receive more quotas of votes than the number of candidates it
has running. That will result in an average votes per candidate being
greater than the quota. (The XYZ Party should run more candidates than
enough to cover the expected votes to be received.)
The surplus votes will be transferred, but not to the XYZ Party and its
candidates, that is, not to each other.
Example: Votes received by XYZ Party and it candidates: Quota is 2000:
XYZ Party 4200
XYZ candidate A 1200
XYZ candidate B 1100
XYZ candidate C 1000
XYZ candidate D 900
------
Total 8400
Average votes per candidate is 2100, which is more than the quota.
400 surplus votes are to be transferred:
Transfer Value is 400/8400 or 1/21
This transfer value is applied to every ballot (8400) received by the XYZ
Party and its candidates.
After the transfer, these four candidates are considered to be elected.
