Hi!
I told the story, poorly, perhaps, of the changes in the process of
Reapportionment in the United States. I did this primarily to indicate how
progress in Election Methods might occur.
1. The National Academy of Sciences will have to study the issue for many
years.
They've got some quality people. They are the US Congress's scientific board
of inquiry. The probability they'd take an outsiders word on the subject
amount to zero.
2. We have to get the US Congress to charge the National Academy of Sciences
to study the issue, and report back.
I mean, that's who the NAS takes orders from. It's not a murky chain of
command. Congress says "Go," (...decade-plus long pause...) NAS says "Here's
our results."
3. If (1) and (2) happen, it's virtually case closed.
All national elections will go forward with a more advanced election method.
(YAY!)
Even if you are dead-set on IRV, Approval, or Voodoo-MindReading Tallies,
the way to get this done is to have the NAS study the issue.
That's why we need a great writer. We need to petition Congress.
