average voting power and block votes

Any ideas on what a good nonpartisan nomination procedure might be? Certainly,
it would be beneficial to have a reasonable limit on the number of nominees,
but I'm not sure how to enforce such a limit once the party machinery has been
removed. If everybody nominates his/her brother/sister, I would never know whom
to vote for.
