Dear Mike,
Steve's example isn't possible.
If no voter prefers candidate C to candidate B
and candidate B is defeated by candidate D with
10 votes, then candidate C must also be defeated
by candidate D with at least 10 votes. The reason:
(1) At least all those voters who strictly prefer
candidate D to candidate B must also strictly
prefer candidate D to candidate C. (2) Every voter
who strictly prefers candidate C to candidate D must
also strictly prefer candidate B to candidate D.
