Yes, when comparing voting systems it's best to qualify "best"
& "better" by clarifying that one method is best or is better
than another in regards to some particular standard(s). But
not being allowed to say "best" or "better" would make it
impossible to compare voting systems. I've sometimes forgotten
to qualify "best" & "better" in terms of standards, as have
some others, including our illustrious academic friend.

In the wording of a criterion, or in general discussion, it
seems reasonable to sometimes use words like "favorite"
or "...likes best", etc.
