[EM] Wanted: Proportional Representation "expert" to help student

Greetings
  I am a high school student doing a research project on proportional 
representation as a solution to the campaign finance debate.  As a part of 
this project, I am required to meet an "expert" in my field who will guide me 
with the more "technical" aspects of my research.  If anybody is particularly

can get the ball rolling.
