[EM] Wanted: Proportional Representation "expert" to help student

In countries with some degree of proportionality in their legislature,
problems of campaign finance don't die out (though they tend not to be the
US- style legislatures where campaign finance is of integral importance to
political success). Considerations of campaign finance with proportion to
either votes or legislative representation or some combination of both are
used in several regimes. In the Australian States, formulas based on these
two indicators determine contributions to registered parties.
