Living in Cambridge MA gives me a bit of an advantage in this
regard, since we can illustrate with real data and experience that it is
the case that ideological slates and constituencies of higher socioeconomic
status receive an advantage with the Droop Quota. Independent candidates
and working class people (who inevitably vote shorter ballots) are
disadvantaged by Droop."

understandable why that person supports the use of Droop Quota.
The key words in Winters' quotation make up the term `True, Unbiased
Proportionalist'.
And the statement: `True, unbiased proportionalist should favor the
Hare Quota.' is a real truism of the proportional representation movement.
