Dear David,

     You are in error, as usual. It is not Hare that can do the same, it is
the exhausted ballots that can cause candidates to be elected with less
than a quota in either Hare or a Droop election.

     The only proper way to compare Hare to Droop is to conduct any test
without exhausted ballots.
     So, your assignment, if you care to take it, is to show that a 48%
group can gain a majority of the seats in a Hare election.
     The only condition is that each member must be elected by a full Hare
quota, this would mean no exhausted ballots. To elect by less is to elect
by a shade of Droop.
     Otherwise you can use districts or an one area election. You can
gerrymander the districts any way you wish.
     But, I'll give you the results. The 48% group will not be able to
elect more than 48 members per 100.
     Hare will not do the same.

     No matter what is said about Hare, Droop is not improved one lick.
     Your bad mouthing of Hare is merely more religious chanting - belief
without question. You are keeping the faith.
