Dear Bart,

     For the sake of simplicity, I dropped the plus one in the Droop
equation for my example, but I now think differently.

     I refer you to Demorep's corrections, which I accept.

     Two more points that I failed to make in my example are:

     The 48% group is the largest of four or more groups.
     The voters make enough choices so that there are no exhausted ballots.
