Dear Salva,
I will agree that a party with 10 % votes and 20 % seats has 100 %
more seats than it is entitled to, but I base all my percent numbers on
total representation, total votes, and total seats.
That party still only has 20 % of the total seats. It is up to each
person to realize that the party has twice as many seats as it should have.
