Third Vote for Gender is Not Needed - If?

Dear List members,

     I did not create the gender issue, but the issue must be solved so we
can get beyond it. If the mathematics are in a voting system such that both
genders can be elected then all the people will look beyond gender for
reasons to vote for candidates - but the means to elect by gender must be
in the system. And this truth also exist for any other reason.

     Then if women are not elected according to percentages, the fault will
not be the system.

     Now - a third vote for gender is one way of putting the mathematics
into the system but it is not the best way to go.

     A third vote for gender is not needed if the size of the districts are
changed to two seats(Or four but not an odd number). That one change will
install the mathematics to yield gender proportional representation(PR).

     Two seats will also provide some PR for other reasons. If in a district
there is a race or ethic group or any group that has at least thirty-four
percent of the vote, that group will be able to elect one member.

     Two seats will reduce the wasted votes in each district.

     Two seats will reduce the percent of needed Party List seats reserved
to balance the political party PR.

     Two or four or six seats per district using Preference Voting is the
way to go.
