A Third Vote for Gender in MMP

Dear List members,

Someone wrote: "Ah, but if the voters demand that more women should be
elected, parties will respond by nominating, listing more women."

Don: There is a better way. Give the voters a third vote for Male, Female,
or Either. If an extra vote can be used to deliver proportional
representation for political parties then an extra vote can be used to
deliver proportional representation for gender. This will allow the gender
balance to be determined by the voters.
