It looks like you're saying that one of your standards for
tie-breakers is that they need to be universal--good for both
singlewinner and multiwinner elections. Have I interpreted you right? If
so, why do you believe this? You offered no explanation.

Q1- Yes. Q2- The single winner case is the downward limit of the multi-winner
case for executive and judicial elections. Which candidate to eliminate in a
tie situation should be the same in both the single and multi cases.
