Highest votes tie breaker

Some more about Condorcet tie breakers.
Assume that A, B and C are in a Condorcet circular tie.
1= first choice vote, 2=  second choice vote
If each of the three candidates are dropped in rotation, then the result is
the three pairs (six combinations).

1A             1B         C out
+2CA         +2CB
------
A out       1B            1C
                +2AB       +2AC
------
1A           B out          1C
+2BA                         +2BC
------

One of the six totals will have the highest number of votes (assuming no
ties). Thus, should the candidate with such highest number of votes be the
tie breaker winner ?

The above can be expanded for cases when 4 or more candidates are in a
circular tie.
