Why is it healthier to allow a majority-disapproved winner than for
a seat to remain empty?  Both alternatives are unfortunate.

NOTB provides other possibly more acceptable ways to handle this
besides a vacant seat, such as allowing the Condorcet winner (or
Condorcet tiebreak winner) to hold the office until a
majority-tolerated candidate is elected.  Or Mike's idea of a
shorter than usual term of office.
