[EM] Naive question about Range Voting -- why 0-99 and not 0-100?

Either would be fine, if we were Babylonian astronomers, I suppose.

As it happens, the use of 0 to 100% is ingrained in popular usage.
Making 99 a synonym for full approval seems a bit counter-intuitive to
me.
