[EM] Slightly modified Approval

Good evening gentlemen, and a Happy New Year,

And with the new year, I renew my search for that slight improvement over
approval that fails LnH a bit less but otherwise still retains the method’s
other strengths (ability to be counted by hand chief among these in my
eyes).

So, here’s the nth contestant: voters submit ranked ballots, with
truncation and equal ranking allowed, and all explicitly ranked candidates
considered approved.

You compute the standard approval winner. If they win by less than 50% of
the vote, they are the winner.

Otherwise, truncate all ballots just prior to the standard approval winner
(if multiple candidates share a tier with the approval winner, leave them
on the truncated ballot). Compute the modified approval winner. If they win
by more than 50% of the vote, elect them. Otherwise, elect the standard
approval winner. End.

A slight but material modification of my earlier attempt based on the FPP
winner.

If not already existing in some form, perhaps it may be of some interest.

Best regards,

Etjon
