[EM] STAR loses in Eugene, 33%-67%

This result is interesting in light of the vote in November 2018. That 
measure would have adopted STAR voting for Lane County government, which 
is the county in which the city of Eugene is located. That measure lost 
county-wide, about 48-52, but got a majority in the city of Eugene. So 
this is a substantial change.
