The digests are a bit confusing to me. Maybe I missed some of the 
original messages.

There were, howewer, other links. The above link was just to the 
Binomial STV coding by the programmer.

There was also a link to a so-called front-end of the progam enabling 
voters to use the counting program. I also have an instructions manual, 
I think in a pdf. I have not heard further from the list manager after 
his decision to suspend their posting.

With regard to time-like curves saying:

"Apportionment is equivalent to proportional representation in the case 
where voters cast partisan votes. i.e. if the party-list form of your 
rule fails a criterion, your rule also fails that criterion."

Voters don't cast "partisan votes", vote-riggers cast partisan election 
methods, quite apart from whether the voters are partisan or not.

It is true that mankind has an immemorial tribal ancestry that makes it 
so divisive. But some of us prefer a transferable voting system that 
makes unity possible, unlike party list voting.
