Yep... I think that, even if we decided to use a ranked voting system, we
should run it off of rated ballots. Simpler to understand, and lets voters
indicate things like "I hate all the candidates". If that information is
tallied and displayed, you can use it to prove that a winner is unpopular,
which helps you recruit more candidates in the future.
We can disagree on the best counting method after we've completed the
ballots, which might involve just turning them into rankings. But I don't
see how the ballot design itself is that important, or how score ballots
would be worse when you can convert them into ranking information.
