[EM] Lock-in / robust two vote MMP

Dear Abel,

in section 10 of my paper, I propose an MMP method:

Each voter has a district vote (section 10.2)
and a party vote (section 10.3).

In section 10.5, I recommend that, when a party X
wins more district seats than is proportional,
then a share of the party votes of those voters
who helped party X win district seats should be
counted as party votes for party X.
