[EM] CTE update. New brief auto-deterrent method.

I’d like to announce a few changes (suggested by Forest)to the CTE that I
previously announced here.

That CTE has now become Smith//CTE-SP.

That’s now what CTE means.

Here are the changes.

1) Eliminate all nonmembers of the Smith-set before starting the count.

2) instead of eliminating the lowest Borda-scorer, eliminate the
pairwise-preferences loser of the two lowest Borda scorers.

#1 of obviously gives Smith compliance. But it also avoids the way that
CW’s defeat of lots of candidates would change how its Borda looks, which
would make CW’s Borda look different in big vs small elections.

#2 makes it so the only way BF can win is it CW has the highest Borda
score…something particularly unlikely.

…& elects a (or the) Bus when CW has lowest Borda, which is the most likely.

 Of course now CTE looks a lot more like Sequential-Pairwise
 (agenda-ordered by Borda) than like Baldwin. Good. SP is much better
known, & widely used.

In fact maybe SP should be incorporated in the method’s name. Maybe
something like Borda-Ordered Takedown SP (BOTSP?).

Of course CTE rules not mentioned here remain unchanged.

Forest mentioned another interesting suggestion for a different, very
briefly-defined method for identifying & electing a Bus:

Elect the candidate with the most wv against the candidate with the most wv
against it in a defeat.
