Hello Kevin,
My method does allow voters to abstain. In fact it's an essential part
of it, for the relative importance of election and exclusion counts. So,
all the preferences are counted, in a complete dimension of choice.
For an e-lection or choosing out, I don't have equal preferences or
choosing-in.
