Hallo,
 > What city governments have used Ranked-Choice Voting

I am aware of only two cases:
1. In the 1920s and 1930s, the city of Marquette (about
    15,000 inhabitants in the 1930 Census) in Michigan
    used the Baldwin method for all municipal elections.
2. The city of Silla (about 19,000 inhabitants) in Spain
    has recently adopted the Schulze method for municipal
    referendums. In February 2016, there were referendums
    in Silla with the Schulze method.
