Just a note. The methods don't specify which dissatisfaction function to 
use. See e.g. "Fully Proportional Representation as Resource 
Allocation", which says "it is typical to use the Borda count scoring 
function...". It is not, however, mandated: other scoring functions 
(like Approval, or even the Kemeny hybrid I mentioned) could be used.
