On a theoretical level, I think that methods exist that are better than 
STV. For instance, Schulze STV is better than ordinary STV at resisting 
vote management, whil QPQ is more proportional. Whether they're 
sufficiently better in practice that it'd be worth it to change is 
another question, of course.
