That pretty much looks like an A/B tie to me?
Anyway, the general problem is that you have a game of "chicken"
between the A and B factions in the AB party. It is unclear how often
that would happen in practice.
You could have a system where the voters vote in groups.
For example, if the voters were split into 3 equal groups at random,
the results could be announced after each round.
A) Group 1 votes
Result = A
B) Group 2 votes
Result = A + B
C) Group 3 votes
Result = A + B + C
D) Group 2 votes again
Result = A + C + D (group 2's vote is updated)
E) Group 1 votes
Result = C + D + E (group 1's vote is update)
Group 1 have to vote first with zero info, so their second vote has most info.
