[EM] State's top-two runoff system under legal fire by political parties

While I like a top-two system, I think using it to eliminate partisan
primary elections isn't right.  In Washington's top-two system,
vote-splitting would make it easier for the party with the fewest
candidates to win positions in the runoff.
