[EM] Pirate Party of Berlin adopts the Schulze method

There was a runoff (for the first to the third place
of the party list) on 19 March 2011. This runoff was
held using approval voting.

magalski: 42 votes
baum: 42 votes
mayer: 27 votes

As there was a tie between magalski and baum, the
winner (baum) was chosen by lot.
